THE COMPLETE LIST: Leroy Jethro Gibbs has rules that he enforces with everyone on his team, in 3x05 "Switch" he told Ziva that there are approximately fifty rules. However, not all of the rules have been revealed. Here are the rules that have been revealed so far:

Rule #1: Never let suspects stay together.

Rule #1: Never screw over your partner. 4x14 'Blowback'

Rule #2: Always wear gloves at a crime scene.

Rule #3: Don't believe what you're told. Double check.

I hope you didn't miss a moment of NCIS last night. You didn't sneeze or go for a drink. If you did then you missed Gibbs, as we have never seen him. He is experiencing a situation outside of his control. And he isn't confiding in his team. 

Mark Harmon is intense playing a tormented Gibbs. He shows the storm brewing just beneath the surface, a hurricane that Gibbs is trying to control. But things are out of his hands. His past is the catalyst for his future.

NCIS fans know that Gibbs has a list of tenets he lives by, but Tuesday's season finale, “Rule Fifty-One,” is perhaps the most overt reference to Jethro's unwritten code.

Naturally, the definition of the 51st rule is being closely guarded, but executive producer Shane Brennan did offer this: "Fans are about to learn three rules in one episode.”

“At the end, they’ll see Gibbs compose one. He makes a difficult choice, and sees something so unexpected he hasn’t got a rule for it, so he articulates one and adds it to the list. It’s a very, very poignant moment, pertinent to the rules, that will tug at the heartstrings.”

The known rules of Gibbs range from memorable to forgettable, and from longstanding to only recently unveiled (such as Rule #40 in this month's "Borderland").

And it's a biggie: The May 25 season finale, "Rule 51," marks the first time an NCIS episode has been so directly themed around one of "Gibbs' rules." Naturally, the nature of the 51st rule is being about as closely guarded as Area 51. But executive producer Shane Brennan is willing to rule on some expectations.

The title rule won’t be the only one revealed. “The fans are about to learn three rules in one episode,” Brennan says. “And at the end, they’ll see Gibbs compose one. He makes a difficult choice, and sees there’s something so unexpected he hasn’t got a rule for it, so he articulates one and adds it to the list. The May 25 season finale, "Rule 51," marks the first time an episode has been so directly themed around of on Gibbs' rules. naturally, the 51st rule is about as closely guarded as Area 51, but exec producer Shane Brennan will reveal that "Gibbs makes a difficult choice, and there's something so unexpected he hasn't got a rule for it, so he composes one and adds it to the list.

It's a very poignant scene." Fan sites have catalogued the known rules, which range from "Never go anywhere without a knife" to "Always be specific when you lie." (Rule No. 12 is the one often invoked by anti-Tiva partisans: "Never date a coworker.") While cracking more of Gibbs' code is sure to fuel the delightfully geekish intrigue, the climactic shocker capping the season will go well beyond unveiling Rule 51, says Brennan: "If viewers think that's the surprise, it's not. They have to watch the last 30 seconds for that moment of 'Oh, my God, they're not going to do that.'"

Three weeks in a row — Three New Rules!

During the past three weeks of new NCIS episodes, fans have been treated to a new 'Gibbs' Rule' during each episode. However, in tonight's episode 'Patriot Down' Gibbs mentions a Rule #44 when sending a warning message for Mike Franks in Mexico. The definition of the rule isn't mentioned, so for now, fans are left to speculate.

Tuesday night's episode was a cliffhanger, concluding with Gibbs in Mexico on the beach searching for Mike Franks. Next week's season finale is appropriately named 'Rule Fifty-One' so perhaps we'll get the answer for Gibbs' Rule #44 as well as a new Gibbs' Rule #51. It's nice to see a return to 'Gibbs' Rules' which seem to have been neglected for some time by the NCIS writers.
